1. Remove the plastic cover.
2. slacken the two nuts.
3. gently tap the bracket back a couple of mm.
4. re-tighten the nuts.
5. replace cover.
6. repeat process on the other bracket.

If you do, it could be that your engine is not getting up to temp. and the cream could just be oil and water emulsion.
