Richard is right, there are to many foreign players in the Premier League due to the vast amount of cash available.
So why not change the rules a bit, 3 years playing in the PL and they become English by residency rules. I am sure a smart lawyer could get that into their contracts problem of players solved.
Problem of would we have a team !!! Not so sure of that

The problem lies in dinarsours running the FA and  appointing a very bad manager in Roy Hodgson.Grass roots football is being hit hard in ££££ in fact all sports are getting less funding.

The FA appointed a yes man who wouldn't upset the status quo as do FIFA under the despicable sepp blatter

It is only a game. Overpaid school drop-outs who have a constant extortionate high wage even when they loose (most the time). They are not even good role models.  :))

The EPL does have alot of foreign players but then thats because they are cheap and technically better than anything English on offer. Teams in the Italian league and the Spanish leagues rely heavily on youth teams since they lack money to compete with the bigger teams.

Barring Barcelona and Real Madrid few teams have much money from Spain and Italy.

The amount of foreign players in the league has nothing to do with the quality of homegrown players. If you think of the EPL back in the ealy nineties when there wasnt this influx, then the EPL was not as good as Serie A etc.

Its a very simple solution that doesnt involve limiting how many foreign players can play but rather spending more money on grass roots. You cant build a team for the future if you dont prepare your youngsters.

Looking at the Belgian model - its the example to follow. You get a new FA, with people who have experience in the game and know what they are talking about, you devise a way of playing and decide on the formations and style and then you hammer this into grass roots football. They did this in Belgium, 4-3-3 was, after much convincing, the mandatory formation with a particular style for ALL grass roots and lower division clubs. This installed an ethos and Belgium after 7-10yrs now have an exciting and competitive young team.

Simple really you CAN win trophies with kids.

I think there is a real issue with the loan system. I think a club should only be allowed to loan out a small number of players e.g less than 5.  The big clubs are buying up young English talent and then loaning them back out, often to the lower leagues. They rarely ever seem to break through. Good example being Partrick Bamford who Chelsea bought and are loaning out to Derby. Can't see him making it into the first team. Doing this would ensure young players have to decide on whether they want the big money or to play football.
