E70 2007 Aircon clutch not turning

Good evening all

Firstly id like to say hi as I'm new to this forum, I have recently purchased a 2007 E70 X5. The air con clutch will not engage. Ive had the system filled and checked for leaks, no problems there. I'm guessing there is a relay somewhere? I'm also unsure about the fuse configuration in my car so I'm unable to check if the fuse is ok or even there. Please can someone help shed some light. i can only find one electrical panel in the boot on the right hand side. is there another one?

Check the front passenger footwell, front fuse board should be at the bottom of the dash.  I think you need to remove 2 or 3 screws to get to it.
