Probably a dealer or BMW GB with access the the options databases. There are code changes every year as new ones appear and old ones disappear, and some codes that do not appear on the dealer option lists we see. I have a number of codes on my X6 which are factory generated, or BMW Germany mandated. They only appear on the 'Build Sheet' which the factory uses to build your car from, they did not appear on the Dealer Order form for my car. An example will be 6VC - which is for the Combox Controller that replaced the Bluetooth TCU, but only on certain models and option combinations.
